The Mayor's Office Grew 61% in a Decade. Community Boards Grew Half That.

Adopted budgets indexed to FY2017. Over ten adopted budgets, the Mayoralty grew 61% and the citywide budget 47%, while the 59 community boards together grew 30%, roughly even with inflation. The district managers' own 2021 report put it plainly: boards had seen no significant baseline budget expansion since 2014, and in December 2020 the City proposed cutting board budgets by about 19% before the Council intervened.

Community board budgets grew 30% over the decade while the citywide budget grew 47%

Adopted budgets indexed to FY2017 = 100: all 59 community boards combined, the Mayoralty, and the total city expense budget. Figures are nominal, so the boards' 30% rise is close to flat once inflation is taken out.

A 30% nominal increase over this decade is roughly a flat budget in real terms. Consumer prices rose on the order of a third over the same period, meaning the boards' purchasing power ended the decade close to where it started while their responsibilities grew.

The comparison is the point. The Future of Community Boards Working Group made the same contrast with an earlier window: the Mayor's Office budget grew 71% from 2014 to 2020 (per the Independent Budget Office) while board budgets stayed flat. A decade later the pattern holds.

Method: Author's analysis of the NYC Open Data Expense Budget dataset. Each series sums adopted appropriations from each fiscal year's adopted budget publication (June of the preceding year): all 59 community board agencies, the Mayoralty (agency 002), and all agencies citywide. Figures are nominal.

Values: Community boards grew from $17.1M (FY2017) to $22.3M (FY2027); the Mayoralty from $122.1M to $196.1M; the citywide budget from $80.3B to $117.8B. The Mayoralty's FY2024 spike reflects that year's adopted budget; it was later modified downward.
