Term limits force the first citywide turnover wave on March 31, 2027

Voters capped community board service at four consecutive two-year terms in 2018. The clock started with terms beginning April 1, 2019, which means members who have served continuously since then must give up their seats, including chairs and committee chairs, when their fourth term ends in spring 2027. What the 2027 wave means in practice: every member appointed in April 2019 who has been reappointed continuously since then terms out on March 31, 2027. Chairs and committee chairs are not exempt; boards whose leadership dates from that class will be electing new leadership in 2027. The April 2020 class got a fifth term precisely so 2027 and 2028 would not empty boards back to back; its wave lands in 2030.
Seat classes by next expiration, where a borough publishes term dates

Only the Bronx BP publishes a machine-readable roster with per-member term-expiration dates. Rolling each published date forward in two-year terms shows how every Bronx board's seats split between the upcoming expiration classes; the other four boroughs publish no term dates, so their pages show the structural wave math instead of guesses.

The amendment caps service at four consecutive two-year terms for terms beginning on or after April 1, 2019, with a five-term allowance for terms commencing April 1, 2020, adopted, in the amendment's own words, to avoid significant simultaneous turnover in 2027 and 2028.
