Contracts Arrive Late, and Later Every Year

How government buys services is one of the deepest sources of dysfunction, and NYC's is getting worse. The city registers the contracts that fund shelters, food programs, and senior centers long after the work starts, forcing providers to float payroll on credit. The chart below tracks the share of contract value registered late, by category, and every line is climbing.

Why it matters: By FY2024, 77% of all NYC contract value and 85% of nonprofit contract value was registered after the start date, up sharply from FY2021 in every category. Providers deliver the service first and wait months to be paid, often borrowing to cover payroll. A single broken back-office process ripples out to every resident those organizations serve.

Where AI helps: Drafting and standardizing RFPs, summarizing and comparing bids against stated criteria, and flagging duplicate contracts and improper payments can cut weeks from each step. Award decisions stay with human evaluators and must remain auditable and challengeable.
