Reading the bars: each bar counts distinct obligations, not their difficulty or cost. A one-time report and a permanent enforcement duty each count once; use the recurrence filter to separate them.

Deliverable types: the five legend buckets group the full taxonomy; "everything else" includes studies, plans, signage, notices, training, enforcement, and staffing duties. The obligations table shows the exact type for every record.

Method: obligations are extracted from enacted local law text on NYC Legistar using Claude, with every quoted passage mechanically checked against the source text. Agency names are normalized with the NYC Agencies and Governance Organizations dataset. Obligations whose responsible entity could not be matched to a known agency (for example "an agency designated by the mayor") are excluded from this chart but appear in the table.
