What counts as an obligation: a mandatory duty ("shall", "must") the enacted law places on a NYC government agency, office, or officer. Duties the law places on private parties appear only through the agency work they create, such as enforcement or rulemaking.
Extraction and verification: obligations are extracted from the enacted legislation text on NYC Legistar using Claude, and every quoted passage is mechanically checked against the law text. Rows whose quote could not be verified verbatim are marked in the row detail. Interpretation of statutory language ultimately requires human review; treat this as a research aid, not legal advice.
Deadlines: computed from the law's enactment date on Legistar plus the effective-date and deadline clauses in the text. Months are converted at 30 days and years at 365 days, so computed dates can differ from an agency's own interpretation by a few days.
Agency names: normalized with the NYC Agencies and Governance Organizations dataset (NYC Open Data), so "DOT", "Dept of Transportation", and "Department of Transportation" resolve to one agency.
