No board on record opposed City of Yes for Carbon Neutrality, but boards split on the economic and housing amendments
Each board's recorded position on the three City of Yes citywide zoning amendments, 2023–2024.
1. Positions come from reading every resolution in the database that mentions City of Yes (155 resolutions on 25 boards) and coding each board's final full-board position on each amendment.
2. "With conditions" covers approvals with modifications and approvals that exclude named proposals. "Oppose" includes recommendations to deny unless changes are made. "Split" means the board voted proposal by proposal, or took favorable and unfavorable positions on different parts, without an overall recommendation.
3. "Unclear" means the record shows a vote but not the position: Manhattan CB 1's extracted Housing Opportunity resolution ends before its resolved clauses, Brooklyn CB 9's minutes note that its resolutions were attached separately, and Brooklyn CB 17's minutes record a failed vote with blank tallies.
4. "–" means no vote was found in the board's posted records. The board may not have voted, or its records from that period may not be online.
5. Community board recommendations on citywide zoning text amendments are advisory. Manhattan CB 9 and Brooklyn CBs 5 and 13 are not yet in the database.
