Share of each board's 2020–2025 resolutions by top topic, excluding Licensing.
1. Each resolution's topics come from a zero-shot AI classifier (facebook/bart-large-mnli) scoring 28 topic labels. A resolution counts toward its highest-scoring topic. Resolutions whose top score is below 0.10 are left out as unclassifiable.
2. Boards with fewer than 150 classified resolutions in 2020–2025 are excluded: Manhattan CB 10 and Brooklyn CBs 3, 7, 10, 11, 12, 14, 15, 16 and 17.
3. Manhattan CBs 5 and 11 are excluded because their posted records omit most liquor license votes. From 2020 to 2025, 7 of Manhattan CB 11's 312 posted resolutions mention liquor licensing, against 515 of Manhattan CB 3's 990.
4. Manhattan CB 9 and Brooklyn CBs 5 and 13 are not yet in the database; their minutes are scanned images awaiting text recognition.
