New duties and planned staffing

Duties the Council assigned in local laws enacted since the start of FY2022, set against each agency's planned headcount, from the agency profiles in the Legislation Trackers.

DOB took on 184 new duties since FY2022 while its planned headcount fell 8%

New duties from local laws enacted since July 1 2021, and the change in planned headcount from FY2022 to FY2027, for the 12 agencies with the most new duties.

Four of the 12 agencies with the most new duties since FY2022 have smaller planned headcounts in FY2027: DOB, DOC, DSS and NYPD. DCWP sits at the other end, with 179 new duties and 25.5% more planned positions.

Method: Each provision of every local law enacted since 2014 is extracted with Claude (Anthropic's Haiku model) and sorted as a duty or a power by the model's label and by a fixed rule in code. Counts as of September 24 2026. Full methodology.
