From 2014 to 2021 the Council granted 152 powers a year on average. From 2022 to 2025 it granted 90, while new duties went from 628 a year to 640. 2026 has already reached 132 powers by mid-September.
Method: Each local law enacted since 2014 is read by Claude Sonnet 5 (Anthropic), and each provision is sorted as a duty or a power by the model's label and by a fixed rule in code. Counts as of September 29 2026. Full methodology.
