The NYU Marron Institute's A Better Billion report proposes 12 subway expansions over 40 years, 41 new miles, 64 new stations, 167,064 housing units, for roughly the same annual cost as fare-free buses citywide. The plan is organized in four 10-year phases. Four projects are designated flagships, one per decade.
