MCB3 Resolution Targets vs. 311 Complaint Recipients by Agency
Which city agencies does MCB3 formally address in its resolutions, and which agencies are residents actually directing their 311 complaints to? The SLA commands 60% of MCB3's agency attention but receives zero 311 complaints. NYPD and HPD together handle 86% of resident complaints but appear in fewer than 12% of resolutions combined.

Methodology & Data Notes
MCB3 agency counts: Each resolution's full text (7,134 resolutions, 2002–2025) was scanned for agency names and common acronyms. A resolution is counted once per agency regardless of how many times the agency appears; a single resolution may count toward multiple agencies. Total agency mentions across all 15 agencies shown: 3,828. Agencies not shown because they appear in neither or fewer than 25 resolutions and have no 311 presence include Borough President (107), Mayor's Office (61), and EDC (60).
311 complaint counts: Routed to community_board = '12 MANHATTAN' (Manhattan CD3) across all available years in the NYC Open Data 311 dataset. Total complaints across all 15 agencies shown: 652,684. The dataset does not include FDNY incident reports, MTA complaints, or SLA/LPC proceedings, these agencies are not 311 complaint recipients.
"Both datasets only" toggle: Filters to the six agencies that appear in both MCB3 resolutions and 311 data: NYPD, DOT, DOB, HPD, DEP, and NYC Parks. Percentages recalculate using only these six agencies as the denominator for each dataset.
Percentage calculation: For each dataset, percentages are computed independently among the currently displayed agencies. Selecting fewer agencies raises each remaining agency's share proportionally, the denominators are the sums of the selected agencies only, not all-agency totals.
