Methodology & Data Sources

MCB3 resolutions (7,134 total, 2004–2025) were classified into 10 topic categories based on resolution text and agenda type. Liquor License / SLA includes all State Liquor Authority applications and renewals. The remaining 1,479 resolutions (20.7%) are not shown as they fell outside the 10 classified categories.

311 data covers all service requests originating in Manhattan Community District 3 from January 2020 through March 2026 (377,536 total). Complaint types were mapped to the same 10 MCB3 topic categories: noise complaints, illegal fireworks, and graffiti to Public Safety; street/sidewalk conditions, parking, and traffic to Transportation & Streets; heat/water/pest complaints to Housing & Zoning; air/water quality to Environment & Waterfront; park conditions to Parks & Open Space. Four categories, City Planning, Budget & Funding, Landmarks, and Education, have no 311 equivalent and show 0%.

Percentages for each dataset are computed independently. MCB3 % = resolutions in category ÷ 7,134. 311 % = complaints in category ÷ 377,536. The datasets cover different time periods and measure fundamentally different things: formal board action vs. resident-initiated service requests.
