Medicaid's check register is public, and almost nobody reads it

A February 2026 HHS Open Data release put every Medicaid provider payment from 2018 through 2024 in one federal file: 238 million records covering who billed, for what procedure, and how much they were paid. This project turns that file into answers for New York, Texas, and California, including a replication of the billing behind New York's $9 million EyePic fraud indictment.
