NYC opens its data, but has no pipeline to act on what residents tell it

Charts behind my upcoming Vital City article on community-generated data and the September 30 State Capacity Ecosystem hackathon: how agencies answer community board budget requests, how often boards ask again, how fast NYC Open Data is growing and which channels 311 counts.
