290,000 of the 700,000 homes New York needs by 2035 are needed today

The Fair Housing Growth Strategy estimates housing need in three steps: the shortage today, household growth over ten years, and the people who would stay or move here if housing were easier to find.

New York is 290,000 homes short before a single new resident arrives

Homes needed by 2035 in the City's estimate, by component.

  • Present need
  • Baseline growth
  • Future need
Source: NYC HPD and DCP, Fair Housing Growth Strategy (October 2026), pp. 20–23. Note: Baseline growth converts NYMTC's projection of about 229,000 new households into homes at a healthy vacancy rate. Future need assumes about 8% fewer people leave and 8% more move in than the 2012–2024 average, excluding 2020–2022. The City rounds each component, so the parts shown sum to 697,000 and present need to 287,000, against reported totals of 700,000 and 290,000.

New York added about 294,000 homes in the ten years from 2016 to 2025. The City's estimate asks for 2.4 times that in the next ten.
