NYCHA says about $38 billion can be addressed through ongoing and planned capital projects, PACT conversions and the Public Housing Preservation Trust; the remainder is the total need minus that amount.

NYCHA plans to convert another 47,000 apartments through PACT and up to 25,000 through the Preservation Trust. Apartment interiors alone account for $28.8 billion of the need.
