LL195 Benchmarks: Plan 1 vs. Plan 2
Minimum benchmarks set by Local Law 195 for each five-year plan period. Plan 1 was due December 1, 2021; Plan 2 is due December 1, 2026. These are legislative floors, not targets, DOT may exceed them but cannot lawfully fall short.

About this data
- These are legislative minimums, not targets. DOT is legally required to meet or exceed these benchmarks. The "where feasible" qualifier in Plan 2 gives DOT discretion where physical or operational constraints exist, but it does not reduce the general mandate.
- Plan 1 was due December 1, 2021. NYC DOT published the Plan 1 streets plan on that date. Compliance with the annual delivery benchmarks (e.g., 30 mi of bus lanes/yr) is tracked separately, see the Compliance Tracker table.
- Plan 2 is due December 1, 2026. The DOT must publish a new 5-year plan by that date, and the plan must meet the benchmarks in this table.
