Methodology

  • Each NYC Council bill may affect multiple city agencies. A bill's fiscal impact is attributed in full to every agency listed in its fiscal impact statement, so totals across agencies will exceed the dataset total.
  • Net fiscal impact = total revenue − total operational expense − total capital expense. Negative = net cost to the city.
  • Only bills with at least one non-zero, estimable fiscal figure are included. Bills where the IBO could not estimate costs ("See below" / unestimable) are excluded.
  • Intro year for 2024–2026 bills approximated from processing date; fiscal year labels follow NYC fiscal year convention (FY25 = July 2024 – June 2025).
