Methodology

  • Each bill is attributed to its prime sponsor, the first council member listed on the fiscal impact statement. Co-sponsors are not counted separately.
  • Net fiscal impact = total revenue − total operational expense − total capital expense. Negative = net cost to the city.
  • Only bills with at least one non-zero, estimable fiscal figure are included. Bills where costs could not be estimated are excluded.
  • Fiscal year labels follow NYC fiscal year convention (FY25 = July 2024 – June 2025).
