Methodology

  • Net fiscal impact = total revenue − total operational expense − total capital expense. Negative = net cost to the city. Positive = net revenue gain.
  • Only the top N bills by absolute net impact are shown per side. Use the "Top 5 / 10 / 15" selector to adjust. The stat pills above always reflect the full filtered dataset.
  • Revenue-generating bills in this database are predominantly tax extensions (e.g., hotel occupancy tax, property assessment extensions) and fine amnesty programs, one-time or existing revenue streams, not new structural revenue sources.
  • Bills assessed as part of a legislative package (e.g., the 2023 DSS rental assistance package) are shown with the cost attributed to the primary bill only, to avoid double-counting. See bill table for package details.
