Methodology

  • Each bill is attributed to the year its fiscal impact statement was prepared, as recorded in the Date Prepared field. For most bills this closely matches the year it was voted on. Where date prepared is unavailable, the year is extracted from the bill's file number (e.g., "Int 0360-2014" → 2014).
  • Net fiscal impact = total revenue − total operational expense − total capital expense. Negative = net cost to the city.
  • Only bills with at least one non-zero, estimable fiscal figure are included. Bills where costs could not be estimated are excluded.
  • Source: NYC Council Legistar fiscal impact statement documents, extracted and structured by NYCuriosity using the Legistar REST API and Claude AI.
